Sheffield Local Plan background studies and reports

A number of reports and studies provide background evidence to support the emerging Sheffield Plan.

There were also several documents produced in 2020 specifically for the consultation on Issues and Options.

Housing, Economic Growth and Demographic Modelling Report

This report examines the link between housing requirements and jobs growth in Sheffield. It provides analysis of several different housing and economic growth scenarios to demonstrate the impact of planning for housing growth in relation to economic growth in the Local Plan.

Employment Land Review

This is an assessment of how much land is needed for new business and industrial developments in Sheffield, and an analysis of the sites that should be identified to meet these needs.

Sheffield Central Area Strategy

We commissioned Deloitte Real Estate and Planit-IE to prepare a strategy for increasing the number of new homes in the City Centre and the areas surrounding it. The Central Area Strategy is still being prepared but a Capacity Report has been completed which presents an initial amount of residential development for the Central Area.

The findings of the capacity report were not included in the Housing and Economic Land Availability Assessment (HELAA) (2020). We are intending to publish an update of the HELAA, once the wider Central Area Strategy is complete and comments made on Sheffield Plan Issues and Options document have been taken into account.

It should be emphasised that the HELAA does not allocate land for housing or economic development. It does not make policy decisions on which sites should be developed and nor does it pre-judge the strategic approach that the Sheffield Plan will eventually take.

Retail and Leisure Study for Sheffield

The Study provides essential background information to assist the Council in the production of the Sheffield Local Plan, and to support decision making on planning applications.

Sheffield Energy and Water Infrastructure Study

This is a study that looks at whether water, gas, electricity, telecommunications, drainage, sewerage and flood defence infrastructure is sufficient to meet the needs of future development in the city.

Sheffield Preliminary Landscape Character Assessment

The Sheffield Preliminary Landscape Character Assessment identifies the main character areas and types within Sheffield’s countryside.

Purpose-Built Student Accommodation Market Study

This study identifies whether there is an oversupply of Purpose-Built Student Accommodation (PBSA) and provides a deeper understanding of the market. In particular, it identifies:

  • future levels of supply
  • future levels of demand
  • locational requirements and where PBSA should ideally be delivered
