You need a permit from us if you are carrying out any building work next to the public highway that requires the use of scaffolding or hoarding.
What licence you need and how much it costs
Scaffolding companies need to apply for a permit to place scaffolding and hoardings on a public highway.
The cost for a scaffolding permit is:
- £77 for domestic property
- £118.50 per street for commercial properties less than 10m
- £202 per street for commercial properties over 10m
The cost for hoarding or fencing is £118.50 per street.
How long the permit will last
The length of the permit will depend on the location and the works you are carrying out.

What happens after you've applied
Once you have submitted your application, the Highways Network Management Team will review your application and any documentation submitted. If there are any issues, we will contact you for further information.
If authorisation is granted the details will be recorded and the applicant will be given an exclusive reference code that relates to the licence at the agreed location and for an agreed period.
Tacit consent will not apply
It is in the public interest that the authority must process your application before it can be granted. You should contact us if you have not heard from us within 12 weeks.
