We provide a single client focus for the funding, planning, design, programming and delivery of major physical economic regeneration schemes within the city.
We played a key role in developing and promoting the flagship projects, such as Heart of the City, The Moor and Castlegate, which have changed the image of the city in the last decade, as well as major infrastructure such as Lower Don Valley Flood Defence Scheme.
Grey to Green Phase 2 (update January 2021)
The multi-functional Grey to Green Phase 2 scheme around Castlegate, Exchange St/ Blonk St and Snig Hill was completed in September 2020. It links a pedestrianised Castlegate to the ‘hidden jewel’ of Victoria Quays and has transformed the almost redundant former Inner Ring Road into a green corridor with sustainable drainage, floral meadows, segregated cycle lanes and public art.
The lushly planted largely traffic free public spaces will also give walkers and cyclists much easier and more enjoyable access to and from the city centre. These measures will create the opportunity for outdoor events, attract further investment into the area, improve resilience to climate change and increase the city centre’s bio-diversity from the previously hard ‘grey’ environment.
An additional part of the scheme, also now completed, has significantly improved Snig Hill and the approach to Castle House, where popular food halls Kommune, and tech workspace Kollider are now based.
Proposals to extend the scheme to Angel Street
Additional funding has now been secured from the European Regional Development Fund and Sheffield City Council to extend these improvements to Angel St, which remains a key link of the gateway into the City Centre. The project will incorporate colourful meadows, a sustainable drainage system which reduces flooding risk and an improved environment for walking and cycling. This should dramatically enhance the experience of visiting, living and working in the area.
Subject to the outcome of the consultation, completion of the design and procurement, the project is expected to be on site in the summer of 2021 with an expected construction programme of 6 months.
Some of the road layout changes can only be introduced following the making of a Traffic Regulation Order (TRO), in particular:
- a proposed new location for the taxi rank
- a proposed new speed plateau
- revised loading restrictions to compliment the new road layout and
- revised taxi arrangements on a night in the bus lay-by

Development Team
We are focussed on the regeneration of the City Centre and Upper and Lower Don Valley. We provide a comprehensive approach to regeneration, generating ideas about sites or sub-areas, developing Action Plans and Regeneration Strategies, agreeing with planners and other technical experts.
Working with our partners, we have produced successive City Centre Master Plans.
We take the lead as client on most physical projects in the City Centre and Don Valley and work closely with Transport Planning and South Yorkshire Passenger Transport Executive on all major transport initiatives in the City Centre.
