Renew or change your HMO licence

If you currently hold a House in Multiple Occupation (HMO) licence, you can apply to renew it or request changes to the details of your licence.

New HMO Licence fees and charging structure

New fees and charges for mandatory HMO Licensing apply from 1 February 2024.

Fees are charged in two parts:

  • Part 1 Fee is payable with the initial licence application
  • Part 2 Fee is payable once a draft licence has been issued

An online licensing portal will replace our current application process. It will be introduced over the coming months.

Qualifying for a renewal of licence

In order to qualify as a licence renewal, the following conditions are necessary:

  • the property must still comply with our HMO standards
  • the licence holder must be the same individuals or companies as on the expiring licence
  • there should be no changes from the original licence other than complying with licence conditions and standards or improvements over and above standards
  • the payment and renewal application form must be received before the expiry of the previous licence

How to apply for a licence renewal

You can submit a renewal application up to two months before the expiry of your current licence.

All applicants are asked to submit their applications by email only.

The renewal application form contains details of the fees payable and detailed guidance notes on how to complete and submit the application. Use the Payment link below to pay your Part 1 Fee as directed on the application form.

Pay your renewal fees

You should pay your licence renewal fees on the same day that you make your application.

Payments can be made online, by calling our team or by a cheque made payable to Sheffield City Council.

What happens once you submit a renewal application

Your application will be assessed to confirm that it meets the conditions required for licence renewal. Fit and proper checks will be made for the proposed licence holders and managers. A property assessment will also be undertaken.

We aim to issue the licence within 16 weeks of a valid application being submitted. However, this time frame is subject to change during times of raised demand for services.

Tacit consent

Tacit consent does not apply. If you have not heard from us within two months of making an application, you should contact us.

What changes you can make to your licence

An existing licence can be varied where there is a change to:

  • a manager
  • an address of a licence holder or manager
  • the number of people the property is licensed for

There is no charge for making changes or variations to your existing licence during the period the licence is valid for. Please send any variation requests to hmo@sheffield.gov.uk.
